Opio Sokoni is the Adviser of the Winter Film Capital Opportunity Fund, Inc. He is a Duval County native and U.S. Navy veteran. Opio has earned several degrees - a BS in Political Science, a Juris Doctorate and MS in Criminology/Public Administration. He is the former President of the Jax SCLC and a high touch community activist and scholar. He has authored several books and have written and directed important documentary films. Sokoni is a media expert having managed newspapers, a radio station and television station. Opio has taught as an adjunct professor at Portland State University and Jacksonville University. He has been a business owner for over twenty years.

James Posey is a long-time resident of the Northwest having lived in Portland for 40 years. He is a Co-founder of the local chapter of the National Association of Minority Contractors (NAMC-O), founder of the Metropolitan Contractor Improvement Partnership, former President of the Coalition of Black Men. For the last 30 years, James was the owner of Workhorse Construction Metro Inc. and for 16 years the owner of Eliot E-mat Café. He retired in 2014 from both of these small businesses located in Northeast Portland but continues to be active in the Portland community and recently established a consulting company called JLP Business Group LLC. Mr. Posey currently serves as the chairman of the Economic Development Committee for the Coalition of Black Men, board chairman for the Black Parent Initiative (BPI), and a former member of the Portland Business Alliance.
